On the 8th of June 2021, BDL issued Basic Circular No. 158, followed by its amendments, introducing exceptional measures concerning cash withdrawals from foreign currency bank accounts with balances available before 31 October 2019.

On the 2nd of February 2024, BDL issued Basic Circular No. 166, followed by its amendments, introducing exceptional measures concerning the repayment of eligible foreign-currency deposits constituted before 30 June 2023. 

Beneficiaries of both BDL Circulars No. 158 and No. 166 are eligible to receive a Fresh Card, which can be used for POS payments and for USD cash withdrawals through the Fransabank ATM network, subject to the limits and conditions set by BDL.

Both Circulars are available to eligible beneficiaries subject to the applicable relative eligibility criteria. Beneficiaries who have previously benefited or completed benefiting from BDL Circular No. 158, may also benefit from Circular No. 166 if applicable.
